REGULAR MEETING JAN. 22, 2008
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 1/7/08.
Selectman Palmer seconded the motion.

PRESENT TO SPEAK
Ed Taimen, of the Solid Waste Advisory Commission, was present to discuss the Transfer Station stickers with the Board. Mr. Taimen commented that the SWAC is to give advice and recommendations to the Board. They have recommended charging for stickers in the past and are here to recommend this again. The Transfer Station is one of the most heavily used facilities in Town. It has cost the Town more and more to ship each month, thousands of dollars. The Town of Tolland got rid of its Transfer Station and has pick up but that is paid for through taxes. Stafford now has bags you must buy to use the Transfer Station and charges for TVs, etc. Stafford said the amount of things brought into the Transfer Station has dropped by 1/3 to ½. Mr. Taimen emphasized we need to do
something. We believe it would be reasonable to charge $40 a year for stickers; senior citizens could pay $20 a year for a sticker. New people coming into Town always ask where do we buy the stickers? SWAC believes we should have new stickers given out at the Town Office Building. John Sahi, a member of SWAC and Recreation Director, would be in charge of handing out the stickers. He would have a list, people would have to show proof of residence and John would put the stickers on the vehicles. Stickers would not be given to people. We could give people 3 to 6 months to get their stickers. This could bring in money to help defray the costs of the Transfer Station. Selectman Palmer asked if the stickers would cover the bulky waste also? Mr. Taimen commented we are looking at that; we want to do one step at a time. The people who use bulky waste should pay for it, DEP recommends pay as you throw. The stickers are
the first step; we will be coming back with more recommendations. We strongly recommend charging for the stickers, we would like to see this program in place. First Selectman Eldredge commented there is no doubt we need new stickers, I am not sure I can support charging residents $40 for the stickers, I don’t feel comfortable about that. Selectman Palmer commented he has no problem with charging but is not sure about the amount. Selectman Charette commented people who don’t have kids have to pay for education with their taxes. This is a way of saying if they use the Transfer Station they should pay for it; he is not opposed to charging but maybe not $40. Lynn Nicholls commented private haulers charge a lot. Mr. Taimen commented the charge is up to the Board, you could go with $25 and $15 for seniors. Ann Cilfone, member of SWAC, commented if people understand what it costs to run the Transfer Station they won’t
mind. First Selectman Eldredge commented I do not like charging, I agree we need new stickers. Mr. Taimen commented we need to charge something, how much does

it cost a month for shipping? First Selectman Eldredge commented it costs $12,000 a month to ship. Further discussion on this followed. This will be on the next Board meeting agenda.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented we are busy plowing and brush cutting. The compactor is up and running since last Wednesday. There have been a few problems with oil, the cover and the 2nd stage. Discussion on the compactor followed. First Selectman Eldredge commented when DeVivo pulls both of the boxes out we should get a reduced rate. Lynn commented they want to switch over the tire box. Mike Makuch, Chief of Willington Hill Fire Department, commented the roads do not appear to be plowed back to the curb; fire trucks have a hard time passing cars on some of the narrow roads and if the road is not plowed back there is a problem. Lynn asked Mike for the names of the roads and commented nothing has changed in the way they plow; they even come back the next day to make sure everything is
okay. Lynn commented she will remind the plowers. Mike also asked the Board for support of the Fire Depts. CIP requests.
REHAB SUBORDINATION
Case #2008-1 has requested the Town to subordinate the Town Rehab lien in order to do some repairs and insulation. The request meets all the subordination requirements.

Selectman Charette commented thank goodness we got the cardboard compactor going. First Selectman Eldredge commented it is a good cost saving.
